Is there really a problem with parking? Just because it was 39°? Where are our hardy souls?

I live half-way between 2 city beach access parking areas 21st and 22nd. During the summer Beach Trail, one lane, is a constant stream of traffic going back and forth. Been that way for years. 
About 20 years ago I went to the city commission meeting to advocate for paid parking. Nothing has happened to change my mind in the ensuing years.
Here's a Fun Fact! At the same time I suggested the city purchase the GTE building. I mentioned many potential uses including a parking garage. Of course there would have been ingress and egress issues but those could have been addressed. Not an issue now.  
During a recent city commission meeting where the topic of paid parking was discussed, several neighbors got up to express ideas and issues. Of course some of these were new to me. It reminded me of when we had some noise issues in the city. The city formed a Citizens Committee, there were about 7 of us, to talk through the issues. We met 4 times and anyone from the city was invited to come and talk and this very informal but dedicated group came up with the noise ordinance we now have. We should take this same approach to all the parking issues. I know it would be very productive.
